
About Paula
Paula Koch is a lifelong Montanan with deep roots in House District 4 and the Columbia Falls and Whitefish communities. She and her husband have raised their family in Whitefish. Now, with nearly three decades of experience in public education, leadership, and Flathead Valley volunteerism, Paula understands how state policy decisions directly affect students, families, and local communities.
Paula currently serves as a Spanish teacher and as an ESL and Gifted and Talented coordinator. Her extensive background as a Special Education teacher, mentor, and coach provides her with practical insight into educational funding, workforce retention, and student mental health. She brings a collaborative approach and real-world experience to her candidacy for the Montana Legislature.
Equipped with a Montana Administrative Education License, a Master of Science in Special Education and Spanish, and a degree in Recreation Management, Paula is prepared to address education policy, workforce development, and public land access. Her leadership as a union president and treasurer further provides her with firsthand experience in budgeting, negotiation and collaboration.
Beyond her professional roles, Paula has served on the board of the Tamarack Grief Resource Center, and is an active community volunteer focused on practical solutions that strengthen families and communities. Recognized with leadership honors including a Fulbright and a Fund for Teachers Fellowship, Paula is committed to listening to her neighbors, building consensus, and advancing policies that support strong schools, healthy communities, and engaged citizens.

Public Education & Fair School Funding
Restructuring Montana’s property tax laws to properly and sustainably fund public schools statewide without asking more of local taxpayers, while strengthening special education, career and technical programs, and teacher recruitment and retention.
Work to keep MT
affordable for those who call it HOME.
Addressing rising housing costs, protecting homeowners and renters from excessive property tax increases, and ensuring tax policy is fair and predictable for our working class families and seniors.
Healthcare Access & Mental Health Care
Supporting policies that expand mental health care, improve coordination between providers, and ensure families, seniors, people with disabilities, and children continue to have access to SNAP and critical health benefits.
Local Economy & Small Businesses
Supporting local small businesses, agriculture, trades, and tourism by keeping money in our communities, promoting businesses that provide good-paying local jobs, and working with local chambers of commerce and schools to meet workforce development needs.
Responsible Growth & Infrastructure
Managing growth to preserve Montana’s quality of life by balancing rapid population increases and development pressures from outside interests, while protecting the state’s historic character, local communities, and way of life.
Natural Resources & Open Spaces
As Montana grows, protecting open space, clean water, and access to public lands must remain a priority. I will stand up for responsible resource management that keeps public lands accessible, supports local jobs, and ensures decisions about our land are made by Montanans.
